Originally marshland, it was finally developed into a marina after a number of setbacks over the years, including, among others, World War 2, bankruptcy, flooding and heavy rains. However, through sheer tenacity, aided by President Eisenhower's signing off on the $13 million project in 1954, the proper infrastructure for the 804-acre harbor began to take shape.
With a breakwater made out of rocks from a quarry on nearby Catalina Island, private developers soon began to build hotels, nightclubs, residences, restaurants and yacht clubs, to name a few.
